Ensure standards for first CS are available in due time (don’t miss the window) and achieve consensus in the industry.

- Don’t wait for a complete architectural picture of the NGN before starting working on interfaces/protocols
- Start from 3GPP IMS specifications and build from there.
- Use ITU and ETSI as a lever to influence IETF.
