Conclusion
The split protocol architecture where the bearer control function, call control and service control resides in different entities of the network is more suitable for PSTN interconnects:
- It scales better
- Fits better to evolution of existing deployed PSTN infrastructure equipments
By distributing the bearer control and media control (and termination), the network becomes vulnerable to bearer controller failures.
- This is handled by handovers to other bearer controllers
